    Qual mês do ano tem 730 horas?

    De fato, o desconto é aplicado proporcionalmente ao número de horas de cada mês.

    730h é a média anual 365 dias * 24 horas / 12 meses

    Como o ciclo é mensal, se a instância não for iniciada à zero hora do dia 1o, o valor médio da hora naquele mês será maior do que o anunciado.

    eu fiz um teste a alguns meses e a cpu parecia um p2 400, vc testou recentemente?

    Não. Por coincidência, hoje faz exatamente 2 anos que testei. Era ruim em todos os quesitos. O processador parecia um Lentium. Latência da rede péssima dentro do próprio EUA (google.compute.central-us.), 200ms para Sao Paulo. I/O ridiculo.
